Employee shareholder status – delayed

The Government’s proposals to allow employees to give up certain employment rights in exchange for shares in their employer have been put back. The initial introduction date was April 2013, but a report published on 14 March by the Department for Business, Innovation and Skills: Employment law 2013: progress on reform indicates that it will be introduced in Autumn 2013.
This is assuming the legislation, which is currently stuttering through the House of Lords makes it on to the statute books. The proposed new employment status is meeting some strong opposition in the Lords, with calls for the idea to be scrapped altogether.

Is this a slow retreat or time to improve?
